Philippine Travel advisory



Safety and Security - Local Travel - Mindanao
We advise against all travel to south west Mindanao and the Sulu archipelago covering the following areas Autonomous Region of Muslim Mindanao (ARMM), including the islands of Basilan, Sulu and Tawi-Tawi, plus the western provinces of Sarangani, North and South Cotabato, Sultan Kudarat, Lanao del Norte, Zamboanga del Sur and Zamboanga Sibugay, because of ongoing terrorist and insurgent activity. We advise against all but essential travel to the remainder of Mindanao.

If you intend to travel to the provinces of Zamboanga del Norte and Misamis Occidental you should use air or sea routes as we advise against all travel to neighbouring provinces.

There have been terrorist attacks against civilian targets in Mindanao. There is also criminal activity in Mindanao, including the use of kidnapping and explosions. The most recent was on 21 October 2010 when an explosion on a bus in North Cotabato Province killed ten people and injured thirty others.. Other recent significant explosions include:

* On 5 August 2010 at Zamboanga airport an explosion killed two people and injured 24 people including a British national.

* On 13 April 2010 in Basilan separate explosions near a school and cathedral in Isabela City killed 14 people and injured 16 others.
*

On 7 July 2009, in Jolo, an explosion in the main commercial area killed two people and injured at least 17 others.
*

On 5 June 2009, in Cotabato City, an explosion at a food stand near the Cathedral killed six people and critically injured eight others.
*

On 3 April 2009, in Isabella City, Basilan, an explosion in the central plaza near a fast food restaurant killed two people and injured eight others.

There are ongoing clashes between the military and insurgent groups in the Sulu archipelago including Basilan, Tawi-Tawi and Jolo. There is currently a ceasefire between the government and the MILF armed group. The situation has deteriorated with little warning in the past, most recently in August 2008 when clashes in Maguindanao, North Cotabato, Lanao del Sur and Lanao del Norte lead to civilian casualties and thousands of people being displaced.

Extortion and kidnap for ransom gangs, that have targeted public transport with armed hold-ups and explosions, operate in Mindanao. We advise against using public transport throughout Mindanao.

There is also a threat of kidnapping in south west Mindanao and the Sulu archipelago. Most recently, a Swiss national was kidnapped in Zamboanga City on 5 April 2010 and was subsequently released unharmed. Previous incidents include the kidnapping of an Irish priest from Pagadian City in Zamboana del Sur in October 2009 and three members of the International Red Cross, including two foreign nationals, were kidnapped in Sulu in February 2009. In these cases the victims were subsequently released unharmed.

You should be aware that is is the long-standing policy of the British Government not to make substantive concessions to hostage takers. The British Government considers that paying ransoms and releasing prisoners increases the risk of further hostage taking.

The Canadian Government Successfully Launches New Federal Internship Program for Immigrants



The recent announcement of the new Federal Internship for Newcomers program is a very exciting opportunity, as its purpose is to provide work to newcomers within the Canadian labour market.

The program looks to offer newcomers placements within the federal government relating to skills and experience in their respective fields, which will further assist with smooth integration into Canadian society.

Immigration and Multiculturalism Minister, Jason Kenney stated that "newcomers are key to building a stronger Canada." Assisting newcomers in gaining significant Canadian work experience is often one of the biggest hurdles; therefore Minister Kenney said that "the Federal Internship for Newcomers program helps immigrants use skills in the Canadian labour market as they begin their new lives in Canada."

Similar initiatives have been piloted by Human Resources and Skills Development Canada (HRDSDC) and Citizenship and Immigration Canada (CIC) over the past two years. Based on the success of the previous two initiatives other agencies and federal departments such as: Health Canada, Agriculture and Agri-Food Canada, the Atlantic Canada Opportunities Agency, Canada Economic Development for Quebec Regions, Natural Resources Canada, and the Canada Border Services Agency are looking to participate in diverse initiatives. The interest of these various organizations has nearly quadrupled the opportunities for newcomers. Numbers show that in the past year, CIC and HRSDC extended opportunities to 29 interns; this number has since made a large jump to well over 60 interns participating in programs this fall.

Minister of Human Resources and Skills Development, Diane Finley stated that "our government is committed to helping newcomers succeed, and this program is an example of how we are taking action so that newcomers can maximize their talents and contribute to Canada's long-term economic success."

The Standing Committee on Citizenship and Immigration made suggestions for expanding new internship positions in fields such as finance, translation, communication and science. This would be in addition to the existing policy, program and administrative positions.

Currently, World University Services Canada, Local Agencies Serving Immigrants, Hire Immigrants Ottawa, and Service Intégration Travail Outaouais are partnering with participating agencies, departments and CIC to move forward in making internship selections. The future is looking bright for the new program as it grows in popularity as will the number of intern opportunities.

Florence Rape Case: Not Gang Rape

This is an article I've read while surfing the net on one of the websites I go to (The site is at the bottom of this article). It was heartbreaking reading this. This only shows how slow and depressing our justice system here in taking matters and giving justice especially the case of Florence. They always say that they already have leads and that they are looking into the case thoroughly and carefully. Too much talking and less work!! Nurses all over the country should be one in supporting nurses like Florence who have been victimized and are seeking justice.

"The Nurse Florence Case

A 21-year old volunteer nurse was abducted and raped in a corn field of South Upi Maguindanao last September 25, 2010. Passers-by found Florence (not her real name), bare and unconscious on the morning of September 26, 2010. According to some sources, the volunteer nurse was on her way to Brgy. Nuro in Upi to visit a midwife but was dragged and flagged down in a corn field by at least 10 people who took turns in raping her.

Suspects were identified by South Upi town councilor Warlito Bansigan which are all residents of South Upi and have been under the custody of the police. The suspects were Glenn Saldoa (son of a retired employee of the Bureau of Jail Management and Penology (BJMP) in Maguindanao, Eugene Biscara (son of a retired school teacher), Ruscom Sangclap, Michael Candelario, and Jeffrey Fernandez according to GMANews.tv.

Several reports asserted that Florence was seen with the suspects inside a videoke bar in Timanan before the incident. Rey Insular, the videoke house owner where Florence was last seen, said that the alleged suspects were innocent and they were the first to respond and rush Florence to the hospital.

Contrary to the former report, the victim’s friends claimed that Florence was never seen neither smoking nor drinking especially in public places. Co-workers and friends of the raped victim were crying for justice of their friend.

Other speculations unfolded the involvement of a political figure in the gang rape. South Upi, Maguindanao Vice-Mayor Jordan Ibrahim’s name was dragged in the gang rape. Some informants said that the vice mayor was in the area of the videoke bar. When Florence left the place, Fulgencio (the confessed rapist who later retracted) and the vice mayor allegedly followed her.

The rape victim, who was transferred from Cotabato Regional and Medical Center to Southern Philippines Medical Center in Davao City, had regained consciousness already. However, due to the head injuries she sustained, the right side of her body is paralyzed. Dr. Leopoldo Vega of Southern Philippines Medical Center stated that gradual recovery is observed in the victim but because of the physical and psychological trauma that Florence is undergoing, slow progress towards recuperation is noted. The volunteer nurse has difficulty sleeping at night and is always seen crying. Memory loss is also experienced by Florence and according to the doctor there are times that the victim forgets her own name.

The National Bureau of Investigation (NBI) had subjected the suspects for DNA testing to determine their involvement in the sexual abuse. A chemist from Davao took the samples of the suspects and the specimens were brought to NBI laboratory in Manila for examination and the result would be out in three weeks.

Early forensic evidence showed that only one DNA profile was found from the volunteer nurse, proposing that she was not ganged rape but abused by one person. Justice Secretary de Lima stated, “The DNA profile points to a single perpetrator. It’s not any of the six, and it’s not Fulgencio. It’s most probably not gang-rape, that is what the NBI is looking into now. It may not be a conclusion yet, but so far the evidence points to that — that it’s most probably not a gang rape.” The suspects together with the videoke house owner were released after they were cleared from the involvement.

Doctors at the University of Pennsylvania measured the size of the orbitofrontal cortex, an area of the brain involved in regulating emotions. They then compared it with the size of the amygdala, which creates emotional reactions to events. They discovered that female brains have a much larger orbitofrontal-to-amygdala ratio (OAR) than male brains do. That suggests women are better than guys at responding calmly to rudeness or aggression. “The orbitofrontal cortex (OFC) is the main ‘modulator’ of amygdala action,” explains researcher Ruben Gur. “So if you are at a party and someone insults you, the amygdala, which is a very primitive and old structure in human brains, will be yelling, ‘Kill the guy!’ The OFC is the part of the brain that will say: ‘Consider the context; there are people around.’” Thus, if you want to impress her, quiet your own amygdala and behave as gracefully as she does.

4. Write her a poem... or at least a cute email
“Women excel in something called verbal fluency, or being able to come up with appropriate words, given cues,” says Dr. Larry Cahill of the University of California at Irvine. In general, women’s brains are wired to be more language-centric than men’s. Researchers at McMaster University found that female brains have a greater density of neurons in parts of the temporal lobe cortex, which is the area of the brain associated with language processing and comprehension. This could help explain why women often know the right thing to say, send great cards and love notes, and choose words with such care. In wooing a love interest, it wouldn’t hurt to get the help of a trusted female friend. She’ll know just what to say.

The weight of the male infant at birth is 7 lbs. avoirdupois; that of the female is not quite 6-1/2 lbs. The maximum weight (140-1/2 lbs.) of the male is attained at the age of 40; that of the female (nearly 124 lbs.) is not attained until 50; from which ages they decline afterward, the male to 127-1/4 lbs., the female to 100 lbs., nearly a stone. The full-grown adult is 20 times as heavy as a new-born infant. In the first year he triples his weight, afterwards the growth proceeds in geometrical progression, so that if 50 infants in their first year weigh 1,000 lbs., they will in the second weigh 1,210 lbs.; in the third 1,331: in the fourth 1464 lbs.; the term remaining very constant up to the ages of 11-12 in females, and 12-13 in males, where it must be nearly doubled; afterwards it may be continued, and will be found very nearly correct up to the age of 18 or 19, when the growth proceeds very slowly. At an equality of age the male is generally heavier than the female. Towards the age of 12 years only an individual of each sex has the same weight. The male attains the maximum weight at about the age of 40, and he begins to lose it very sensibly toward 60. At 80 he loses about 13.2328 lbs., and the stature is diminished 2.756 inches. Females attain their maximum weight at about 50. The mean weight of a mature man is 104 lbs., and of an average woman 94 lbs. In old age they lose about 12 or 14 lbs. Men weigh most at 40, women at 50, and begin to lose weight at 60. The mean weight of both sexes in old age is that which they had at 19. When the male and female have assumed their complete development they weigh almost exactly 20 times as much as at birth, while the stature is about 3-1/2 times greater. Human Longevity.--Of 100,000 male and female children, in the first month they are reduced to 90,396, or nearly a tenth. In the second, to 87,936. In the third, to 86,175. In the fourth, to 84,720. In the fifth, to 83,571. In the sixth, to 82,526, and at the end of the first year to 77,528, the deaths being 2 to 9. The next four years reduce the 77,528 to 62,448, indicating 37,552 deaths before the completion of the fifth year. At 25 years the 100,000 are half, or 49,995; at 52, one-third. At 58-1/2, a fourth, or 25,000; at 67, a fifth; at 76, a tenth; at 81, a twentieth, or 5,000; and ten attain 100. Children die in large proportions because their diseases cannot be explained, and because the organs are not habituated to the functions of life. The mean of life varies in different countries from 40 to 45. A generation from father to son is about 30 years; of men in general five-sixths die before 70, and fifteen-sixteenths before 80. After 80 it is rather endurance than enjoyment. The nerves are blunted, the senses fail, the muscles are rigid, the softer tubes become hard, the memory fails, the brain ossifies, the affections are buried, and hope ceases. 1. Every person has cancer cells in the body. These cancer cells do not show up in the standard tests until they have multiplied to a few billion. When doctors tell cancer patients that there are no more cancer cells in their bodies after treatment, it just means the tests are unable to detect the cancer cells because they have not reached the detectable size.

2. Cancer cells occur between 6 to more than 10 times in a person's lifetime.

3. When the person's immune system is strong the cancer cells will be destroyed and prevented from multiplying and forming tumors.



4. When a person has cancer it indicates the person has multiple nutritional deficiencies. These could be due to genetic, environmental, food and lifestyle factors.

5. To overcome the multiple nutritional deficiencies, changing diet and including supplements will strengthen the immune system.

6. Chemotherapy involves poisoning the rapidly-growing cancer cells and also destroys rapidly-growing healthy cells in the bone marrow, gastro-intestinal tract etc., and can cause organ damage, like liver, kidneys, heart, lungs etc.

7. Radiation while destroying cancer cells also burns, scars and damages healthy cells, tissues and organs.

WHAT CANCER CELLS FEED ON:

a. Sugar is a cancer-feeder. By cutting off sugar it cuts off one important food supply to the cancer cells.. Sugar substitutes like NutraSweet, Equal,Spoonful, etc are made with Aspartame and it is harmful. A better natural substitute would be Manuka honey or molasses but only in very small amounts. Table salt has a chemical added to make it white in colour. Better alternative is Bragg's aminos or sea salt.

b. Milk causes the body to produce mucus, especially in the gastro-intestinal tract. Cancer feeds on mucus. By cutting off milk and substituting with unsweetened soy milk, cancer cells are being starved.

c. Cancer cells thrive in an acid environment. A meat-based diet is acidic and it is best to eat fish, and a little chicken rather than beef or pork. Meat also contains livestock antibiotics, growth hormones and parasites, which are all harmful, especially to people with cancer.

d. A diet made of 80% fresh vegetables and juice, whole grains, seeds, nuts and a little fruits help put the body into an alkaline environment. About 20% can be from cooked food including beans.Fresh vegetable juices provide live enzymes that are easily absorbed and reach down to cellular levels within 15 minutes to nourish and enhance growth of healthy cells.

To obtain live enzymes for building healthy cells try and drink fresh vegetable juice (most vegetables including bean sprouts) and eat some raw vegetables 2 or 3 times a day. Enzymes are destroyed at temperatures of 104 degrees F (40 degrees C).

e. Avoid coffee, tea, and chocolate, which have high caffeine. Green tea is a better alternative and has cancer-fighting properties. Water--best to drink purified water, or filtered, to avoid known toxins and heavy metals in tap water. Distilled water is acidic, avoid it.


12. Meat protein is difficult to digest and requires a lot of digestive enzymes. Undigested meat remaining in the intestines become putrified and leads to more toxic buildup.



13. Cancer cell walls have a tough protein covering. By refraining from or eating less meat it frees more enzymes to attack the protein walls of cancer cells and allows the body's killer cells to destroy the cancer cells.

14. Some supplements build up the immune system (IP6, Flor-ssence, Essiac, anti-oxidants, vitamins, minerals, EFAs etc..) to enable the body's own killer cells to destroy cancer cells.
